I witnessed a troubling encounter involving a couple stopped by Andrew Avila and Jasmine Aguilar, ordered out of their car, instructed to walk backward with hands behind their heads, face a wall, and ultimately placed in handcuffs. The stated reason for the stop kept changing, yet, in the end, no ticket was issued.
