During a shooting incident on December 11, 2016, Joseph Chavez tactics, along with those of Officers Borunda, Casey, Mendieta, Renteria, and Rice, were reviewed and found to have critical problems.
The Chief of Police issued an Administrative Disapproval for their tactics due to a significant and unjustifiable deviation from approved training.
Specifically, they failed to communicate effectively or develop a comprehensive tactical plan, leaving them vulnerable during the encounter with armed gang suspects. Additionally, they passed by unsearched individuals who could have posed a threat, creating further risk.
