Officers Herman Lucas and Emanuel Cuevas stopped two young men for allegedly having windows tinted too dark. When the passenger refused to provide ID, the officer handcuffed him and placed him in the back of the patrol car. The officer attempted to persuade the passenger to provide ID, warning it could “ruin his career.” The passenger still refused, and was eventually released. Complaints filed for:
