The investigation revealed misconduct by Officer Dean Smith-Chickering, who compromised the investigation by dissuading the victim from accurate statements, failing to notify child services, and inaccurately completing a report. During prior incidents, Smith-Chickering provided the victim with his personal contact information, leading to an inappropriate off-duty relationship.
Video footage showed Smith-Chickering discussing ways to avoid DCFS involvement, encouraging the victim to lie about her children’s presence. He pursued a personal relationship with the victim, creating liability and violating departmental policy. The sustained allegations resulted in a 22 day suspension
