Police Handcuff Innocent Person & Take Unauthorized Photo

A man on his way to work was stopped, handcuffed, and searched by police, who claimed he matched the description of an assault suspect.

After realizing he was not the person they were looking for, officers violated LAPD policy by taking his photo while he was still handcuffed. LAPD policy also requires immediate removal of handcuffs once the decision is made, but this was delayed for the photo.

A complaint was filed for these violations.
