The LAPD’s Rampart Division CRASH unit became infamous in the late 1990s for widespread corruption and misconduct. Officer Daniel Lujan was at the center of multiple allegations, including excessive force, wrongful arrests, and cover-ups.
Despite clear evidence and investigations, Lujan remained on the force for years. From the violating of a suspect by his partner, Brian Hewitt, to fabricated charges and violent arrests, Lujan’s actions exemplified the systemic failures within the department. Whistleblower Rafael Perez even described Lujan’s disturbing pattern of planting evidence and unnecessary use of force.
