LAPD Senior Lead Officer Phillip Ruiz, assigned to the Mission Division, was the received 36 sustained complaints against him regarding the domestic violence, stalking and harassment and sexual assault against an ex-girlfriend. Ruiz left threatening messages threatening to kill her and her partner. He grabbed her crotch at a public event long after she broke up with him, attempted to instigate fights, and entered her workplace without permission.
Despite these allegations–all of which were sustained–Ruiz kept his job as an LAPD officer. This case illustrates how unseriousness of LAPD’s disciplinary practices. Ruiz’s continued employment and promotion to Senior Lead Officer an an example of systemic failures in the LAPD.
