Officer Briana Fesperman and her partner Brent Houlihan told a woman she was being detained because she was naked and instructed her to put on clothes. When the woman said she was trying to do so, Fesperman replied, “It’s taking an awfully long time.”
When the woman began to walk away, Fesperman and her partner Brent Houlihan forced the woman to the ground to detain her. During the handcuffing, the woman yelled, “You actually broke my arm.” Fesperman responded, “Alright, we’re going to get you an ambulance. Calm down.”
Fesperman secured the woman’s right arm in handcuffs and hesitated before cuffing the injured arm. After Officer Brent Houlihan said, “Hook it up,” Fesperman proceeded to handcuff the injured arm behind the woman’s back.
