Hospitalized Woman with Injury

On January 27, 2026, near Avenue 28 just south of Pepper Avenue, LAPD Officers Brent Houlihan and Briana Fesperman observed a woman on the roof of a recreational vehicle. When the officers arrived and exited their patrol car, the woman stepped down from the vehicle.

As the woman began to walk away, the officers grabbed her and forced her to the ground. While the officers attempted to handcuff her, the woman yelled, “You actually broke my arm.”

After handcuffing the woman’s right arm, Fesperman hesitated before attempting to cuff the other arm, appearing concerned about forcing the injured arm behind the woman’s back. At that point, Officer Houlihan said, “Hook it up,” directing Fesperman to handcuff the woman’s injured arm.
