Misconduct

On May 8, 2017, the LAPD carried out a fatal shooting that the Los Angeles Police Commission later determined was a violation of department policy. The incident involved the use of an LAPD helicopter in the shooting of 29-year-old Anthony Soderberg, who had barricaded himself in a Sunland home. SWAT officers fired at Soderberg, ultimately striking and killing him.

In response, the City of Los Angeles reached a $1.15 million settlement with Soderberg’s family.

The Police Commission found that 12 of the 13 officers involved—Canaan Bodell, Cliff Chu, Jeremy Escamilla, Juan C. Flores, Jerry Fritz, Robert Gallegos, Joseph Goosby, David Keortge, Billy Lee, Gregory Martin, Michael Messenger, Jonathan Pultz, and Mario Rios—had violated department policies on the use of lethal force.
