Officer Gabriel Garcia was found to be out of policy in shooting of a man in 2017. After attempts to de-escalate the situation failed, officers deployed a TASER on a suspect, which caused him to stand and move toward them. In response, less-lethal options were used, followed by Officer Garcia discharging his firearm during the encounter. The Board of Police Commissioners reviewed the incident and issued the following findings for Officer Garcia:
These findings indicate concerns with Garcia’s decision to use lethal force, as it was deemed inconsistent with department policy.
