Officers Hosea and Tovar pursued an armed suspect on foot that lead to an out of policy use of force where Officer Hosea wildly fired his gun.
The officers failed to follow proper tactical procedures, such as maintaining distance, using cover, and requesting backup. Instead, they closed in on the suspect, placing themselves in a vulnerable position. The Chief of Police said it was unclear whether the suspect continued to pose an imminent threat, and concerns were raised about Officer Hosea’s fire discipline, as he fired all 18 rounds, causing his weapon to malfunction.
The review concluded that Officer Hosea’s tactical decisions unnecessarily escalated the situation, and his use of lethal force was deemed Out of Policy.
