Misconduct

On June 9, 2025, during a protest outside LAPD headquarters, Officer Rick Linton committed multiple out-of-policy uses of force. He first shot an activist with a 40 LLL (less lethal baton round) despite the individual having his hands in the air. Linton was not wearing the required serial number on his helmet and refused to identify himself when asked by attorneys on scene. He then proceeded to shoot two of those attorneys with less-lethal munitions. The use of the 40mm LLL cannot be used in crowd control situations but instead requires:

  • There is an immediate threat to the safety of the officers or others; or.
  • If the threat is not immediately addressed, there is an articulable risk the incident could escalate to the use of deadly force.
