On October 26, 2020, two Southeast Patrol officers, Wenceslao Chamu and Alely Lopez, encountered the complainant (CP) in a rear alley where he was repairing his vehicle with the garage door open. The officers questioned CP, conducted a search, and placed him in handcuffs without consent, issuing a citation for a missing license plate. CP alleged he was harassed, denied consenting to the search, and was frustrated when the officers ignored his request to file a complaint.
An investigation sustained findings of misconduct for both officers, specifically for searching the complainant without consent and failing to notify a supervisor of the complaint.
