Officer Adolfo Pacheco received a complaint stemming from an incident on August 22, 2016, at the Hollenbeck Station.
He, along with Adalberto Corona, detained an individual who was allegedly recording the station for a First Amendment audit. Pacheco detained and searched the individual, demanding identification and conducting a warrant check without clear legal justification.
The investigation into Pacheco’s actions highlighted that the individual’s activities, which included filming from public spaces, were protected by the First Amendment. Pacheco’s decision to escalate the situation and conduct a search led to sustained complaints for unlawful detention and search.
