Sergeant Chand Syed was one of the LAPD officers involved in the fatal shooting of homeless man Charlie “Africa” Keunang on March 1, 2015. Keunang’s killing sparked protests and criticism of police handling of people experiencing mental illness in the Skid Row area.
A jury found Sgt. Chand Syed and officer Francisco Martinez liable for the shooting. Following the verdict, the city of Los Angeles agreed to pay $1.95 million to Keunang’s family in a settlement.
